lawrence has his halloween tie on. >> and giants tie. we have a trick coming our way not a treat. we have storm clouds rolling toward the bay area. i think the parade of champions will be okay. but watch out trick or treaters. >> live conditions heading toward the bay bridge toll plaza. you can see delays in cash lanes. we have some street closures around san francisco because of the giants parade. we'll tell you about it. much more on your morning commute coming up. >> we know it's going to be bad but this is pretty devastating. >> we'll rebuild it. no question in my mind we'll rebuild it. >> the rescues and repairs continue this morning as victims of the super storm sandy are making plans to put their lives back in order. it's going to take months for the east coast to recover from sandy. at least 55 people are dead from the storm, more than 6 million homes and businesses still without power downing

from 8.5 million at the worst. the total cost could be $50 billion. cbs reporter ines ferre is in new york where the recovery is under way. >> reporter: the storm has moved from the shore but devastation is obvious. homes buried or destroyed, boats toss add shore. >> very difficult day. >> reporter: the national guard spent the day rescuing new jersey residents. a tidal surge up the hackensack river pushed water up in a matter of minutes. >> within a matter of minutes the basement was flooded. we are just waiting for the rescue. >> reporter: president obama will tour the devastation in new jersey today. >> the most important message i have for them is that america's with you. >> reporter: it could take days or weeks to restore power to the 8 million people who lost electricity. >> how are you going to stop water? >> reporter: in new york some subway lines and tunnels are still flooded. officials say it could be days before the trains are running

again. signs of life are returning not far away from me, the new york stock exchange will be back running this morning. traders say it's important to show the world that new york is open for business. >> we have a plan for recovery. and that recovery is already beginning. >> reporter: flight operations will resume at two of new york's airports but laguardia is closed. for some people the recovery may take years. a fire destroyed more than 80 homes in this queens neighborhood. >> flames 50 feet up in the air. whole family lost everything. >> reporter: but almost unanimously, the people this breezy point say they will rebuild. ines ferre for cbs news, new york. we're following breaking news right now in new jersey. these are live pictures of ocean city county in new jersey, a possible gas main on

fire. you can see lots of flames there scattered throughout that area. and we are going to keep an eye on this just to make sure that it doesn't get out of control but again, this could be the result of damage from sandy. and let's go ahead and look at some massive flooding. this is in hoboken, new jersey. you can see that neighborhoods and the streets there in these neighborhoods are just under water. the aerial views we have been seeing the last couple of days are just absolutely amazing. but you can see the streets there still pretty flooded. >> they look like canals. pg&e crews are in new york helping to restore power to families. there's lots of folks that don't have power. 150 troubleshooters, linemen, engineers from all across california boarded a plane at mather field last night. crews say they are used to battling bad weather here in california but the one thing that worries them is getting lost. >> the biggest thing i think

problem is not being familiar with the area. good thing i have gps and all that will help out a lot because we won't have any maps and i have only been there as a tourist. >> a fleet of pg&e utility trucks is also en route to the east coast. new york city is slowly coming back to life this morning. newark airport has just reopened and jfk will open shortly. but laguardia is still shut down. it looks more like a lake out there. look at that. that is a lot of water. more than 18,000 flights have been canceled nationwide. hundreds right here in the bay area. and the storm put taxis in a watery grave. this is a shot from hoboken, new jersey. you can see the taxis submerged in the water. to give you an idea how powerful sandy was, home video caught this amazing sight. check it out. a giant tree uprooted on long island during the height of the storm. falling trees are blamed for a number of deaths caused by

sandy. and sandy dumped loads of snow in the appalachians and is still falling this morning. parts of western maryland are buried under more than 2 feet of snow. six other states from tennessee to pennsylvania are dealing with the early season snow. how about the election? it is just six days away with the presidential campaign toned down quite a bit in the aftermath of the storm. governor romney urging supporters to donate during the storm relief event yesterday in ohio, scheduled to attend three campaign dates today in florida. president obama will be on official business today only touring storm damage areas along the eastern seaboard. for now he is leaving the campaigning to former president clinton and other high-profile supporters. the latest cbs news/new york times poll taken before the storm shows that the president does have a narrow 48- 47% lead among likely voters. he had a 3-point lead in the same poll a month ago. right now the election seems to be on hold.

>> it's recovery that's the focus right now. time is 4:35. lawrence is in the weather center. >> the center of sand ski sandy is in pennsylvania, showers beginning to taper off. we have some rain headed in our direction. some dense fog in spots this morning overlooking the city of san francisco. you can see the orange out there for the giants, the parade of champions today. temperatures right now running mainly in the 50s outside so fairly mild start to the day and by the afternoon, guess what we have coming our way, a cold front is on approach. that will bring with it a chance of rain by late in the day. i think the parade of champions will stay dry but as we head for halloween evening trick or treaters may get a soaking starting out in the north bay first. temperatures cool averages in the 60s to 70s today. 3 to 8 degrees below the average but probably the most important thing tonight is the

trick or treaters and all those costumes could get wet. >> that's not right. all the kids have to take off their fairy wings and put on jackets. no fun at all. right now we have fog in some of our traffic cameras. a little dense in spots. in fact, chp issued a fog advisory. we'll show you where in a minute. taillights on the san mateo bridge headed toward the high ride. 14 minutes out of hayward towards the peninsula. golden gate bridge once again, fog could affect your visibility heading towards san francisco and doyle drive. i just saw a lane change truck just pass through as well and if you are traveling northbound 880 past winton there is an accident there blocking one lane. but past the oakland coliseum things look good. that is traffic. back to you guys. >> thank you. counting down to the big victory parade for the world series champions. we have live team coverage of all things giants. we start with cbs 5 reporter cate caugiran on the parade

prep. already there are people out there? >> yes, michelle. seriously, we have been following this story for the past couple of weeks and i don't think that the preparations for this parade have stopped. [ sirens ] >> reporter: as you can see right now, they are building the balloon arches that will go across market street and as i said the city has been busy working to set up this grand stage for the big parade. now, since that big win, also public transit has been busy trying to make sure you can actually get to the parade. all bay area transit has been ready for the big crowds expected today. and bart tells us that ridership during this parade two years ago set an all-time record. if this year is anything like the last parade, bart says they are expecting more than 100,000 more riders on bart today. >> we have all hands on deck. we're not holding anything back. we are going to have every, single train that's available starting at 4 a.m. and running to the end of service. >> now, the world series win

is the second for san francisco in the past three seasons. today's parade is expected to flood downtown with at least a million people celebrating the giants win. here's a look at the parade route for you. it's going to start at the foot of market street and go straight towards city hall. we are told this is slightly different from the one two years ago. as you can see that major stretch of traffic, that's going to be closed. so mass transit is your best bet to get there. bart plans to expand rush hour service for the entire day. there will be extra trains on caltrain's system. muni is also planning extra shuttle service with more metro shuttles and the golden gate bridge district is planning extra ferries on the schedule, as well. so again, everything is in place. as you can see, they are starting to arch the balloons. these are going to go across market street to give that big warm welcome to our world series champs so a lot is examined to go on today. frank and michelle, we want to let you know that we know that all these public transit organizations are going to be

doing different security operations so make sure everything is safe. but so when people get to civic center plaza where my colleague anne makovec is everything will be safe and sound, right, anne? >> reporter: that is the hope here at city hall. they are preparing for the big party. this is the ending point for the parade and you can see people have already lined up here in the wee hours of the morning to get the best view of the team when they arrive here in front of city hall. but while this is going to be a big celebration behind the scenes the scene is going to make several moves to combat hooliganism. stuff that we saw of course on sunday night. several hot spots of vandalism in the city after the big win. random fires in the street. you may have seen this on social media. police say this man a 22-year- old gregory tyler of san francisco was identified after several tips came in from

people who saw the photo circulated it was reposted 18,000 times. now, this transit bus was also torched. the man was eventually arrested yesterday on felony vandalism charges as well as injuring or destroying a passenger transit vehicle. >> just seems like such an overt act of violence and disrespect to the city that it seemed like it was appropriate to put his picture up and say, hey, this is the guy. >> a total of 36 people were arrested for sunday's violence. 23 for felonies. there are probably going to be more arrests to come. the city attorney and d.a. will seek civil litigation and monetary restitution to help pay for the damage. there will be zero tolerance for that today during and after the parade. they have their eye out for counterfeit goods. i have seen a lot of people out

advantage of sandy and the high water levels in maryland. this is a very swollen fast- moving seneca creek. this part of maryland was hit hard by the storm knocking down trees and record flooding so the kayakers got their equipment out and there you go. >> there's a lot of crazy surfers too off the jersey shoreline before it came and after it came. you think, what are you doing? some thrill seekers there. >> guess they are taking advantage. >> there are even some of those in lake michigan in places like that surfing on 25-foot record waves out there. >> wow. >> so yeah. dangerous stuff. looks like things are beginning to setting down in that part of the country. here we may begin to see things picking up. wouldn't you know it, it would be for halloween. out the door right now, we still have fog at the coastline some drizzle too. the roads are a little wet. the temperatures running in the 50s. by the afternoon, we are going to see increasing clouds. there's a chance we could see some showers begin in parts of the north bay mainly north of the golden gate bridge late in the day and temperatures are going to be cooler with the cloud cover rolling in. here's that storm system

working its way toward the coastline. it will bring with it some pretty good rainfall overnight tonight maybe an inch in the wettest parts of the north bay so the cold front is on approach. the timing not so good especially for the trick or treaters. i think the parade of champions should be okay the middle of the day looking dry but toward the afternoon the rain makes a return and brings with it, yup, showers into the latter part of the day. let's time it out. we have partly cloudy skies around the bay area now as we head toward the afternoon the clouds on the increase. the middle of the day 12:00 we have some partly cloudy skies into san francisco but dry. but watch what happens as we head in toward the afternoon cold front slides in bringing some rain into the north bay first by 6:00, even some showers possible down along the peninsula maybe the south bay stays dry for most trick or treaters but late tonight looks like the system rolls through and leftover showers early tomorrow morning. temperatures for today about 69 degrees in livermore, 65 san jose, and about 65 degrees in san francisco. as we look out over the next couple of days maybe a couple of lingering showers into tomorrow morning and then we dry things out. then high pressure begins to

build in toward the weekend and offshore wind. back to 80s sunday and monday, even temperatures well into the 60s out at the coastline but a little bit wet out there right now, elizabeth. >> okay. thanks, lawrence. not too bad outside. so a little slick in spots but no hard rain coming down, like i guess tomorrow morning's commute could look like. this is the bay bridge toll plaza. nice and light heading into san francisco. we just checked in with the caltrans folks and it sounds like they just picked up some roadwork as well on the upper deck. again, coming into san francisco could be a little tricky this morning though. mission, market, all being impacted by the big giants parade as well as several muni lines. so mass transit a great option. bart, caltrain, muni, ferries, all ramping up their service today throughout the day. heavy fog this morning to start off through daly city. sounds there by the highway 135 interchange there is a dense fog advisory advisory issued after midnight. also following this accident still blocking one lane

northbound 880 approaching winton. once you get past there everything looks good towards oakland, downtown and the macarthur maze. 16 minutes is that drive time between 238 and the maze and heading southbound on 880 this is a live look through milpitas westbound cruising towards san jose and silicon valley. new this morning the suspect in a san jose bank robbery is in custody after a lengthy standoff at an apartment in santa clara. a bank of the west on business circle in the business district robbed around 3:00 yesterday afternoon. police tracked the suspect to this apartment building near pruneridge and saratoga avenues. several residents were evacuated. >> san jose police negotiators made continuous efforts to contact him and eventually negotiate his surrender. >> suspect was finally arrested just before 10:00 last night. no word on his connection to that apartment. deputies are investigating a prisoner death at the contra costa county jail that led to a

lockdown there in martinez. authorities say the 58-year-old inmate got into a fight with officers yesterday. a deputy had to use a taser on him. later he was found dead in his cell. the jail was on lockdown for nearly 7 hours. the south bay shook a bit this morning. a magnitude 3.2 earthquake hit at 2:52 a.m. in southern santa clara county. the epicenter was 6 miles north of gilroy. a few dozen people in gilroy, morgan hill, san jose and the santa cruz mountains went on the usgs website to report they felt it. no damage or injuries though have been reported. 4:49. the force is moving on to the magic kingdom. george lucas agreed to sell lucas film to the walt disney company for an astounding $4.1 billion. that's a lot of force. included in the deal the lucas film campus in san francisco's presidio which employs up to 1400 people. while there is no word on job cuts, lucas says it is just

time to pass the company to a new generation of filmmakers. >> it was a perfect match of two companies that are constructed similarly, do the same kind of product. >> disney says there is a plan in place for "star wars" 7, 8 and 9. they hope to have the next installment in theaters by the year 2015. close call for one california surfer. a shark bit him in humboldt bay yesterday. you can see the huge bite mark left behind in his surf bore. the surfer had four to five serious gashes from his chest to his hip. >> we hopped on him right away me and one other guy that happen to be an emt hopped on top of him and used or body weight to hold everything in and make sure he wasn't bleeding too bad. >> boy, that surfer is recovering now in the hospital. and in southern california, a fisherman caught two great

white sharks on the manhattan beach pier. he released them yesterday. the great white is a protected species. a marine biologist says the sharks may be attracted to all the squid nearby. >> hm. a sacramento judge is expected to rule today in a suit over money being spent against the state ballot initiative. governor brown is calling now for an arizona group to identify the people who donated $11 million to fight his school funding initiative prop 30. judge issued a tentative ruling that the donors must be revealed to the state fair political practice commission. the fppc would then decide if those names would be made public. an already intense san jose city council race has taken another ugly turn. jimmy nguyen faces incumbent rose herrera in district 8. some nguyen supporters released a video saying it shows herrera's husband taking a nguyen campaign sign and preparing to dump it. the accusations continue from there.

>> he then told me that he had a knife. he reached inside his pocket pulled something out and made a swipe at me. i jumped back. >> did you threaten them with a five? >> i said that he had one but i didn't really have one. >> wall len says he made the threat out of concern for his safety. he says the nguyen signs were illegally placed on public property and his own lawn. in other bay area news, of the family of a boy killed by police in south san francisco is suing for $10 million. police say 15-year-old derek gaines, jr., pulled a gun on an officer who confronted him at a gas station. the suit says the gun fell from gaines' waistband and he didn't reach for it. thousands of nurses plan to strike sutter hospitals in alameda and other locations tomorrow. they say management is taking away health coverage and other benefits. the hospitals will be open with replacement nurses flown in from across the country. time now 4:52. a holiday bonus for thousands
